The 2009 Hong Kong International Convention for the Safe and Environmentally Sound Dismantling of Ships (Hong Kong Convention), adopted by the International Maritime Organization (IMO) at the International Conference on the Safe and Environmentally Sound Dismantling of Ships in May 2009, helps ensure that ships, after being decommissioned, do not pose potential risks to human health, safety, and environmental pollution when dismantled. At the same time, the convention aims to manage hazardous materials on board ships appropriately. The conference focused on the relevant standards for ship dismantling, including the environmental harmful substances such as asbestos, heavy metals, polyhalogenated hydrocarbons, and ozone depleting substances that may be contained during ship dismantling. It also expressed the correctness of the work and environmental conditions of many ship dismantling plants around the world. The convention adopted at the conference covers the following aspects: design, construction, operation, and safe and environmentally friendly dismantling of ships prepared for delivery to shipbreaking yards. It also includes alternative safe and environmentally friendly operating methods for shipbreaking yards, as well as requirements for ship dismantling mechanisms, certification, reporting, etc., without endangering ship safety, seafarers' safety and health, and ship operational efficiency. When a ship is sent for dismantling, it is required to provide a list of hazardous substances specific to the ship. The list of hazardous substances shown in the annex of the convention includes hazardous substances that shipyards, shipyards, and ship related parties should prohibit or restrict from using. A preliminary investigation should be required to verify the list of hazardous substances, the renewal inspection during the ship's lifecycle, and the final inspection before dismantling. If harmful substances are not properly managed, they will affect our lives and environment. Therefore, harmful substances should be managed and recycled throughout the entire ship lifecycle, from supply chain, new shipbuilding, ship maintenance to final ship dismantling. At present, the Hong Kong Convention has officially come into effect on June 26, 2025!
